- No special characters, only generic, character-generated characters allowed.
- No "interracial" allies, only "monocodex" armies allowed. but with supplements allowed and exceptions. (Imperial Knights as "Oathsworn Detachments" and Imperial Assassins are allowed, for example, and Harlequin allied detachments and formations for the Eldar/Dark Eldar. Generally "minicodexes" can ally with their "parent" factions)
- No Forgeworld models/rules/formations allowed, (only as "count as" for "classic WH40K models").
- Army must respond to a theme, with specific exceptions allowed.
- Total invading/defending army (the absolute amount of points a player can bring into the Campaign, defined as "War army") can total up to 2500 points. However, individual games are played at the 1850 level, (defined as "Battle Army"). The other 650 points can be spent on "reserve" units/formations that can be switched in and out of the army list between battles. Only entire units/formations can be removed or added to the battle roster.
- Battle army can be composed of a maximum of 3 detachments in total, including Combined Arms Detachments, Allied Detachments and formations.
- Some units are restricted in number due to balance purposes. (Wraitknights, Knights, Riptides, Stormsurges, Baneblade Variants, etc).
Without knowing about the restrictions, I started to plan what army to bring into the League. I started trying to build a Dark Eldar/Eldar army, but restrictions forced me out of it, so then I started working on a Freakshow Dark Eldar force with Harlequin allies. At the end, the planned eldar player asked me to switch so I ended preparing an army of eldar into the fray, but I was warned to keep the rainbow cheese at normal levels.
It is important to know that you roll one Warlord Trait and stick with it for the rest of the First round of the Campaign, although you can reroll twice and choose the best of the two rolls. I ended rolling on the Eldar table and getting "Eye on distant events", which means I can scout 1d3 units at the start of every battle I roll for every battle)
As I was supposed to pick a theme, I decided to follow my first idea of a "Cult of Speed" Dark Eldar/Eldar Army, but using only Eldar Jetbikes, and getting fully into the Saim Hann theme. So I ended submitting this:

The list was accepted with reserves given the potential Death Staresque power of the Seer Council formation in an army composed of Jetbikes, but given the extensive use I was doing of Shining Spears, a unit considered subpar, I ended having the list accepted.
As for the 650 points of "reserve" army, I just decided to build a possible replacement for the Seer Council in games where such a unit might be impractical. Following the theme of having Aspect Warrior Shrines, I tried to boost the anti-tank capabilities of the army with another Aspect Host.
